How about ZOS creates honey pot instances and instead of banning bots and gold sellers, they flag them and have the server always send them into honey pots - zones identical to the real zones except the loot is tags (unique IDs) and can then be traced in world when they sell it.

    Just banning doesn't stop them, they just come back with new accounts. This would slow them down, waste their time, and track down the people doing business with them.

    ZOS don't ban buyers, they've been asked point-blank "do you ban buyers" and they refused to answer, clearly that means they don't otherwise they'd be happy to put fear into the buyers by publicly stating they do.

    Thus, they're not interested in tracking down RMT's customers.
