Pretty sure the chest, barrels, sacks, and wardrobes are accessable to all players there (including some in apparently another instance), and sometimes the contents just haven't respawned.
You can level Provisioning up from 1 to 50 with only low level recipes and they are easily found while gathering provisioning materials. You should have it maxed out by the time your character reaches level 20 if you are actively looking for materials. I had it maxed out by level 13, but I could have easily had it maxed before level 10. However, I did have occasions where nearly every container was open, so it is something that ZOS needs to look into.really? how did you get the recipies so quickly?

Many crates, barrels, etc. will now yield Provisioning materials, regardless of your level.
