I have a minor Problem only.
I wonder when you have all the allies possible for beginning with the Coucil of War.
I am well aware that you can begin the Council at any time, but I want to gather all allies I can find. So far, I have done all quests I could find (yes, even in the caves and the public dungeon) but how do I know I got them all? Is there any form of indicator for that?

Check if you completed quest on the 3 towers:The Lightless Oubliette, The Black Forge and The Great Shackle.
Just start the quest and all will come. Have no fear...is a fix number of allies in that quest and none will rlly help u
