Hollow City locked up?

So I traveled to a friend to hollow city. I was lvl 45. Around the city I noticed most doors locked up like mages guilde and fighters guilde. I even dod a few quest to release the great mage who tells me to go inside the mage hall. Yet I can't open the door.

What is the deal with this city? Why are the doors locked? How do I unlock them?

    That's normal. The city gets more and more populated as you finish quests. It'll take a while for everything to open up.

    Though if you didn't have the messages to tamriel quest before you ported something may have bugged out. Did you talk to the groundskeeper lady?

    The City populates as you save the people that are stranded all around Coldharbour. The more you save, the more shops and other establishments open up.

    The people that you save are the people that populate the City and run those businesses.

    Thanks, I snuck in from the side. Didn't see groundskeeper. Just did. Before I did though, I rescued the great mage, and the three mages. Now I found the groundkeeper. Am unlocking quest and will rescue king I guess.

    I never beat that far into main storyline. But I traveled to a friend to unlock zone so I could exp quest and lvl
