Random 10sec lag spikes

Ive been having these random 10sec approx lag spikes and have been unable to determine the issue. Anyone else experiencing this? Even while standing still, everything is alrdy loaded, lots of ram and good hardware. Im at a loss here but would like to eliminate it if possible. I can post hardware if somehting thinks its related.
