Yeah, I did.
It sounds like he's trying to buy the full Imperial version, not the upgrade. I seriously doubt the upgrade costs $70, when people in the UK can buy it for £20 or about $30.

No... he's trying to make a race cross-faction, which was a pre-order only bonus. Upgrading won't help him at all.
