Enemy Players Missing Icons in AvA

I don't know if this is a bug or an exploit, but over the last two days I have been running into players in AvA who aren't showing their alliance icon above their toon and appear to be friendly unless you look at the title bar and/or they start attacking you. Attached is an example screenshot of an EP player without any alliance icon.
