I'd avoid downloading addons from any site that looks shady or hasn't been around long.
Curse has been around for years and deals with more than just ESO. They've always been pretty reliable.
ESOUI is another site that's part of a larger network and is safe to use.
I've no personal experience with TESO Tools, so I can't really say much about them.

This is very good advice. I've been following the guy running the Teso tools site for a while now, and think his guild is a pretty stand up bunch. I was giving them a "plug" really. But I should edit my post and only include the 2 main / trusted sites for mods.

I did forget about Nexus though. Don't know how I overlooked them, I get most of my Skyrim mods from that site.
Skyrim allowed actual MODS of the game. This is NOT allowed in ESO.

Personally I don't use any, I see them as a crutch. If people wanna use them, that's fine by me though.
