I'm getting a message in the top right hand corner when trying to travel Via any other wayshrine to the Banished Cells wayshrine. It says "Your attempted jump failed because your veteran rank is not high enough"

I'm level 15 and have never been off Auridon??

I've tried relogging and that didn't fix it.

Happened to me a lot this past weekend.
Try restarting the whole client, not just logging out. Worked for me every time.

I was in a party with a Vet rank and it did this to me for a different dungeon. We ended up breaking the party up. They jumped into the dungeon, added me to party, and I could travel to player that that point.

I don't know what speed hacking is? I joined a veteran player in a group to do a trade of enchanting supplies a little before that, so that probably did something.?

So I thought I'd leave a comment, even though I'm not sure you are experiencing the same issue for the same reason. I was also trying to get into Banished Cells today and got the same error message. Restarting the client didn't help, but when I pressed 'p', it turned out that my dungeon mode had somehow turned itself to veteran and when I set it to normal it fixed the issue for me. Hope this helps
