Unable to level a weapon skill via kill or quest exp

The skill Illustrious Healing (Resto Staff) will not level anymore. It is still rank 1. It is on my bar both while I kill and turn in quests, and I am even using the relevant weapon. The weapon is gaining experience, just not the skill.

Why?
I bought the second skill on the weapon first, and did not get Illustrious Healing at first. When the second skill was almost fully leveled to rank IV I decided I would pick up the first skill. Once the second skill maxxed at Rank IV (ready to morph) then the first skill stopped leveling. Its as if it checks the highest skill (as unlocked by level) to see if it needs to be granted exp, and if not then goes on to next weapon. So ever since skill 2 no longer needs to be granted exp, the skill 1 has been stuck and can not be leveled.

I played a while without add-ons to be sure. Also, other skills for another weapon (bought in order) will benefit from kill or quest exp if on my bar. Just not that one.

This character is low enough I may just delete and remake her, and be sure to buy skills in order next time. But this is an unpleasant bug.

The order shouldn't be a problem I think. I got the exact same thing with my resto staff and it worked for me... are the mobs you are killing lower level then you ? You stop getting XP if the mob is a few levels lower... that could be it...

On level mobs. And none is granted even when turning in fairly high gain quests, on level and story. And it did get *some* exp, but has now stopped, hence my assumption that it stopped when the second skill maxxed. It may start gaining again if I morph the 2nd skill (allowing it to benefit from exp). But then what if I morph the lower one after?

HELLO I AM ALSO HAVING THIS ISSUE but did not notice! My dual-wielding is stuck as 37 and has been since lvl 20. I have only learned two out of 4 of the abilities on my bar and started using duel-wield from the beginning....Does it stop leveling when you have morphed all possible abilities??
My bow that I started using at 15 has overtaken now at 42 and ive been using both equally!! Character: Zempheth lvl 42

Well the ability does need to be on your bar when you gain exp. Mine is, by the way, but gets none. The weapon itself is gaining exp, just not skill 1 of the weapon, which is on my bar.

Illustrious Healing is a morphed skill. As a morphed skill is gains experience much more slowly than non-morphed skills. I mean extremely slowly. Yeah, that's right, I wanted to emphasize "extremely" so much just then that I used bold and italics. I'm talking so slow that it is legitimately hard to tell that the skill is even gaining experience at all.

To give you some idea of just how slow I'm talking (if I haven't already made that clear enough), I had skills I morphed prior to level 10 (character level 10) that weren't hitting rank IV until late into my 30's or even early 40's (don't remember exactly but it was somewhere around there).

Just confirming that darkterror_ESO is correct. Morphed skills level slowly, but they do level.

As for @zhaguarrwb17_ESO‌ Sounds like you have your bow and its associated skill bar out when you're killing things and turning in quests. That is why your DW abilities are not leveling up. Whatever skill bar and weapon you have out is the one that receives the increases. XP goes towards everything you have equipped. Weapon swaps and their associated bars are not included. Only the weapon and bar that is active at the time xp is earned.
