Leveling between lvl 43 and 48 ???

Hello.
I'm lvl 43 and finished the quests from "the rift" at the correct level (last quests were 42-43) and now i'm sent to coldharbour where quests are lvl 48. where is the missing zone to do 43-48 ? i was told there is no such zone.
If that is true and there is no such zone i would like to know what is the point of giving a specific level to quests if it's not for players to have some kind of reference to know if they're in the correct zone for their levels...
Any info about quests lvl 43-48 is most welcome.

Stautmeister✭✭✭In coldharbor bottom left and bottom right the quests are between 43-48
I got there at 43 as well, finished main quest at 48 and then grinding the last 2 levels in 1.5 hour.An orc marrying a wood elf?! Enjoy your Borsimer mutants!0
