Messages Across Tamriel disappeared from quests?

I had just finished the final Fighter's Guild quest, and when I was done, the quest Messages Across Tamriel had disappeared completely from my quests. I can't get it from Emeric again, either. Has anyone else had this problem?

Actually, I had a brain fart. The quest was Messages Across Tamriel, not Will of the Council sorry!

Precisely the same thing has happened to me today.

It happened to me with a main storyline quest. I had just completed the active part of the quest, in a vault, and should have been sent back to the quest giver, but the quest just suddenly disappeared from my journal. Now I have no way to continue the main quest line.
