I posted a thread detailing this problem previously:After respecing, my character didn't unlearn blinding light. I should have 196 skill points but have 195. However, despite there being a skill point in it, I cannot slot or use the ability. I've respeced three times and still have this same bug.
I made it clear in my bug report that it wasn't a display bug but a character issue.
CS finally got back to me with the following form letter response.Type /reloadui in the command line of the Chat Box.
Reform a soft reset: To do so, completely exit the game and the launcher. Wait 15 minutes before loading the game again to ensure a complete reset. This will clear out the cache and allow the game to load properly.

My issue is considered closed unless I submit a brand new cs ticket with 7 days (and it takes them at least 3 days to respond).
Now character bugs don't really bother me, it's expected in a mmo. However, the poor excuse for CS does bother me. It's frustrating enough that there isn't any live GM support. Having the pitiful CS that there is reply just in form letters without checking out the issue is even worse.
My issue isn't severe so sending another ticket about it is annoying but nothing worse than that. However, if this had been a severe character issue, I'd be pretty pissed about getting a form response like that.
Invest in live gm support or at least better cs. It will build a lot of customer good will.

Players can visit Rededications Shrines to receive blessings from the Divines that will refund their spent Skill or Attribute Points for a donation in gold that scales with the character level and number of previous restats / reskills. The points can then be re-spent as the player chooses. Players could, however, wait until they earn more skill points as they are likely to find all the points they need as they progress through the content of the game.
Here is where the Rededication Shrines can be found:
The shrines in the Aldmeri Dominion are located in Elden Root, Grahtwood. The shrines names there are Shrine to Stendarr (Skill), and Shrine to Auriel (Attribute).
The shrines in the Ebonheart Pact are located in Mournhold, Deshaan. The shrines names there are Shrine to Stuhn (Skill), and Shrine to Kyne (Attribute Reset).
The shrines in the Daggerfall Covenant are located in Wayrest, Stormhaven. The shrines names there are Shrine to Stendarr (Skill), and Shrine to Akatosh (Attribute).
This is also where players can find the Shrine to Mara.

Great job making it to level 50, dont stop there. In regards to Blinding Light this sort of thing happens to me too, I just figure the game is always being worked on. I usually find myself halfway across the other side of the map, from the bug I may have come across before I realize, I can always go back later. ESO is very large place and has a large amount of quests and storylines, all and all said, we are sorry for the inconvenience. I will be sending this issue up to the appropriate team. Once there has be a resolution found someone will contact you, they will contact you as soon as possible to assist you with your issue.

I am sorry to hear that you are having difficulties with your quest. With the new release there is the possibility that a couple of mudcrabs have gotten into our system. Thank you for bringing this quest to our attention.
Here are some troubleshooting tips that may help you as we work towards a more permanent solution. We recommend that you try the following:
Typing /reloadui in your chatbox, for graphics or user-interface issues
Typing /camp in your chatbox, which logs you out. Afterwards, exit out of the game and launcher, and wait 15 minutes before logging back in. You are performing a soft-reset which will clear out the cache and allow the game to load properly.
You can venture off to complete other quests, allowing time to pass and the greater possibility being able to interact with the NPC
It is also possible that you can return with a party and attempt the quest with a fresh start (after sharing the quest via group tab)
As a last resort you can try abandoning the quest and re-acquire it
Any of these tips can also apply to other quests or problems that you may have in the future, too.

I sincerely apologize for the misunderstandings in the replies that you have received, and I will do my very best to clear things up for you. My response will also not be copied and pasted from anywhere, but my own words.
I do understand you are having some issues with Blinding Light. Do not worry, I'm not going to tell you to do a /reloadui! I am a Templar myself, and I know it is a very useful spell. I can tell from your history that you have not submitted a bug report regarding this issue. I would strongly advise you to do that. It is the best way we have to figure out what is wrong with the game, and to fix them as soon as possible. What is happening to you is clearly not supposed to be happening, and therefore, it is a bug. A pesky one! Please submit a bug report explaining what is happening to you, and I promise it will be looked at.
Meanwhile, I have no solution for you I'm afraid, my friend. I hope this answer is somewhat satisfying, even though I was not able to assist you in any way.
