Blessings of the Eight Bugged

Seems that the quest "Blessings of the Eight" is bugged, not allowing progress in the Torinaan Shrines section of the quest, the section requiring the use of Rod of the Divine Flame (Shrine of Trinimac and Xarxes). Relogging does not fix.

Edit: Zoning to restart will allow the reticle to properly appear for usage.

I can't get reloading UI, zoning or logging out/back in to fix this at all. I think part of the problem is having other players come in and run the quest while i'm trying to do the same. Just upsets the phasing I guess? Could really use a proper fix.

I don't think its a player phasing problem, the quest is also bugged in the vet zone, and there's no one else in here trying to do it with me.

Relogging a few times got one of the 2 shrines to work, the other was still bugged. And relogging fails the quest and resets it, so back to both being bugged again.

This is what I did for the fire shrine--I was standing next to the fire pot, but my cursor/reticle aiming at the pot that wasn't lit. Needed to do that in both rooms.

Did it for the water shrine as well. Here's a screenshot:
