Character model stuck on low?

I changed my graphics settings today to low from max or near max to go do some pvp but when I stopped and wanted to turn my graphics back up it seems like the character model for armors is still stuck on low..

Notice how mine is not shiny? Like the graphics for the armor model is stuck on low?

Update: I "fixed" the issue by cycling through all the preset graphic options from minimum to ultra. During that process the graphics got unstuck and started displaying as normal.
