easy fix. reset all banks and inventory to 2000 gold and wipe all legendary gear and legen upgrades.
As title says. Sucks for the legit people but they should understand in the long term this is thr best option. If they were able to make legendary gear in 2 weeks of game being live they can make another legit.
2000 gold is an arbitrary number, it could be rolled down to 40k for those who have more than it. Its important to understand the game economy and what the creation of 99 trillion gold on many different accounts will do if all accounts are not caught.
Unless your ok with spending 100k for a vampire bite or 200k for an alchemy mat my suggested fix is the best option to preserve the economy. Just like in real economics when there is sudden creation of wealth via printing money and this leads to inflation there will be major inflation of prices in this game.
In the end the people who didn't cheat will lose out. Your 40k will look like nothing when simple mats begin selling for over 200k. We've seen it happen in plenty of games previously this game will be no different if the money isn't deleted.
I think its naive to think that they will be able to track down 100s-1000s of players who duped on secondary accounts and are laundering money between characters and such.
There are only so many GMs and they are very busy with upcoming patch as well. While an easy solution is to say just ban all of them this is easier said than done its far to easy for people to do things like this and protect their main account and IP address.
