For the first half of the day I thought the time outs and disconnect issues were my internet, then I realised that everything else was working fine and ping was low, so I have come to the conclusion that it's on your end after this recent patch.
Elder Scrolls is unplayable right now yes, unfortunately but you're going to have to perform a hot fix or take the servers down and fix the issue it's unplayable
