Absolutely stuck on "The mind of madness" quest

I've complained of the well over 100 bugs that I alone have encountered on this game. Here's the latest. For the first time, I can't go anywhere, I'm 100% stuck.
I started the quest, got so far as take on the mayor. I couldn't beat him no matter how hard I tried. So I "abandoned" the quest. Then it just set me back to the start of that part of the mission, where you leave the jail cell. Now, the mission of course doesn't appear in my quest list, so I can't do anything else with it.
I try to go back to fight the mayor again and it won't let me into that area. In other words, I can't go anywhere, forward or backwards. Any advice as to how to get hell out of this?
Games are supposed to be a stress reducer, yet this game has been the NUMBER ONE cause of stress for me for the past week or so and a lot of it. If I can't get this resolved quickly, I'm going to ask for a refund. If that isn't provided, a dispute filed on my credit card along with a complaint to the better business bureau should get some attention.
As of now I have a utterly useless smoking dung pile of a game. How the hell this game got released is beyond me.
