Additionally the guy who reported you has to submit his own details so I doubt he will be doing it very often.
I played a chinese (beta) game that had captchas in it and it was not fun. "Ok we are attacking someone. WHY CAN'T I MOVE? WHAT'S GOING ON?" "Oh, hold on... I've got to do this math captcha.

You can doubt all you want that people will do stupid things that are tied to their account - you will be wrong, but you are certainly free to doubt. My 20+ years of online gaming (yes, back when you had to dial in to a BBS and everything!) have taught me to never underestimate the willingness of a certain subset of players to abuse any in-game feature.
This is a pretty terrible idea. One I would expect to see in a f2p Asian grindfest full of OTHER terrible ideas. People would abuse that feature, OP. Why? Because some people are ***. Why grief people who are trying to finish a bugged quest? Because they can.

They have to submit the report. According to my knowledge zenimax already punishes this kind of false report behaviour.
You are turning a disconnect in some serious drama. Probably because you think it's gonna happen every hour. For reason above I highly doubt that.

Once again: it's not click click no harm done. Have you ever submitted a report? Your account name goes straight to zenimax.
Extremely easy to monitor trolls if they hand in false reports all the time.
Besides what is the abuse? Some troll marks you, you enter the captcha and then you are e.g. 30 minutes on cooldown. If he does it too often zenimax busts him like they already do with false report trolls.
