Cannot load any character.

Excession

I can log in fine and get to the character select screen, but I cannot actually load any of my characters into the game.

I select a character, hit play, get the loading screen, then this message pops up:

An error has occurred. Please wait a few minutes and log in again.

I wait a few minutes, try again, and the same message pops up, and has done so for the last hour or so.
