Came back to do this after getting much further in the game. Level 47, and I cannot damage Sadal.

It's doable if you are accurate with the damage. I made it on third attempt using healing staff as a damaging weapon. Just don't try to nuke him, pretend you are low level and damage slowly. It's still a bug in scripting, but avoidable. If Sadal stopped spawning skeletons and invulnerable- he bugged and you need to relog for some time to reset quest.

I am 65 years old and not too nimble with the fingers but I completed this fight at Level 15. At first I just kept getting killed as Sadal would retreat to the lava and reheal every time I retreated close to the entry way to reheal myself. So, to keep him away from the lava and rehealing, I armed a healing staff and used the long horizontal runway that runs left and right from the perspective of the entry way. I would run to one end of that runway, turn and hit him with 3-5 bursts from the staff, whittling down his health a little, and then as he would approach me I would run to the other end of the runway, passing the NPC along the way. Almost every time he would stop to attack the NPC, giving me time to turn and hit him with another 3-5 bursts from the staff before it was time to lather, rinse, repeat. Doing it this way he never rehealed and my health never fell below about half way. YMMV.
