Graphics bug - black flickering shapes

I'm having quite a bad issue with black flickering shapes randomly appearing all over the screen.

It seems to happen indoors mostly, only outdoors where there are additional point lights (i.e. not the main sun light).
I've changed various graphics settings, including turning shadows on/off but nothing seems to help.
My GFX card is nvidia GTX 650 Ti with the latest drivers.

Anyone else having the same issue or know how to solve this? It gets hard to look at the screen when it's flickering so much, and is very much an immersion breaker.

    I am also experiencing this issue, and it looks exactly like the video you posted. It's really apparent in the character selection menu. Changing each graphic settings or even turning them to the lowest does not help.

    My GFX card is a AMD Radeon HD 5800 stock clocked. Even using AMD removal tool and reinstalling drivers didn't help. I've gone as far as deleting and then redownloading ESO but to no avail. I'm using Windows 8.1 but I don't thinks that matters.

    To troubleshoot further, I downloaded the Heaven Benchmark for DX11 and noticed a similar issue when tessellation was on. I came across the term "artifacting" and I think it relates to this issue. In my non-expert opinion, ESO and DX11 are not mixing well on my computer, particularly when it comes to tessellation; maybe its my GFX card too. Even going into AMD's Catalyst Control and turning off tessellation did no resolve this issue. I couldn't find a way to turn off tessellation in ESO directly or in the UserSettings file.

    Anyway, I found a workaround that has worked for me and hopefully works for you. Try this at your own risk of course. Navigate to your Documents>Elder Scrolls Online>live>UserSettings (which you can edit in Notepad).

    You will see:
    SET GraphicsDriver.7 "D3D11"

    Change it to:
    SET GraphicsDriver.7 "OPENGL"

    Using OpenGL instead of DX11 fixed the issue for me, but my FPS took a huge hit and I have to reduce some visual settings that seemed to work fine under DX11. Small price to pay I think, at least until I figure out a better fix.

    Usually that happens when video card memory is failing. However, this game does have quite a few video issues. For me I usually get whole screen flickering like it's being alt tabbed when I'm busy in combat firing spells and light attacks while moving. The whole screen will blink white then back to normal over and over and over with my 770 card.
