NPCs Not Responding, Functions Screwing Up, Major Bugs

Over the last 4 days, I have had issues where as I am questing, I try to talk to NPCs and they dont respond when I try to interact. Sometimes when I try to complete a quest or choose dialogue options, the game wont let me click on the option I want. And there are times that I am running to the quest destination but when I get there, there are no NPCs around so the quest arrow is telling me to be there but then its nothing around. But when I leave the game and come back then the NPCs are there and stuff works at least til it messes up again.

I have to completely shut the game down and restart it just to get the game to act right. And that only last for maybe an hour til it *** up again.

Is there a reason for these problems? Anyone else experiencing this?
