Error 209 launcher repair/install bug
So this is exactly what I did, closed launcher, opened as administrator, hit repair.
The error is occurring with Elder Scrolls Online's registration with windows.
Basically the files ESO is looking for, or looking to access, is being denied by windows because it doesn't have full admin rights.
This may not work for all of you, but it worked for me. Have a fun night.
