Entire Game is Broken and Can't Install

So, this is now the third time I have had to uninstall and reinstall the game.

In fact, every time you guys come out with a patch I have to uninstall and reinstall the game.
This time things are different, this time when I uninstalled and started reinstalling the patcher hangs up around 50%, deletes everything it has downloaded, then starts downloading again. I don't receive an error message, I don't receive any kind of notification at all, I just look back at the screen and it's at the basic launcher screen with the option to Install.

I have no idea what is going on but I'm seriously fed up with this. I can't even play the game anymore.

    As an update to my issue.

    The launcher routinely gets to around 22%, at which point it begins "applying patches", it then gets to 30%, the launcher then states "Repair" in the bottom right. It's not downloading any of the actual game files, the only thing that is in the Elder Scrolls Online folder is the Depot folder.

    I have seen something similar to this happen with other games that are installed in the x86 folder and it was a permissions issue. (IE Right click and run as admin) One way around it was to launch 2 versions of the launcher, and for some reason the second launch made the first download 'stick'. Another option was to change install directories. No idea if that would work for you but just thought I would throw that out there.

    I can't launch a second instance of the installer and I have had it running as administrator. I appreciate your help though.

    Attached to this is a copy of the game consultant run at the exact moment it begins trying to patch at only 25% of the game installed before promptly finishing up on the launcher and prompting me to install the game again.

    I finally got an error message to go with it. Error 302.
    Attached is the new Game Consultant report.

    Game is still broken, customer service has been less than helpful, their solutions have not provided an answer or a way to resolve the issue.

    My next step to fixing this issue is to reformat my hard drive and re-install Windows.

    It is completely unacceptable if this is the solution to a problem on this company's end.
