Question about Password recovery

Recently I had my account stolen (yes, it was my own fault). The thief changed my ESO password. I've taken steps to secure my email (luckily the thief forgot to change my email password).

Unfortunately, when I try to recover my ESO password, said person changed the name on my account. This seems like a serious flaw. The game requires that you enter First Name, Last Name, and Email to recover your password. If these three things are required to recover your password, why should a thief/hacker/whatever be able to change any of these things?

I've noone to blame but myself for losing my account (Yes, I have submitted a ticket to get it back, been waiting over a day for a response, but I'm patient...). But I'd just like to know the logic behind this password recovery system.

    Logic behind password recovery = don't allow hackers to use it. If they make it easy to reset passwords, more accounts will get stolen.
