Hello, I'm putting this under Customer Support as it's largely all encompassing and deals with feedback. Please please do not cater to the vocal minority. Please don't start 'balancing' the game before any and all bugs and broken game mechanics are fixed. Balancing the game can never be a knee-jerk reaction. It's a process that should take months and true feedback, not just from those complaining about the game being hard. Ask the players that haven't said anything about a proposed change (they probably haven't said anything because they don't consider it an issue in the first place). The non-vocal majority should have a say as well.
Unless the intention is for ESO to really be Elder Scrolls Pet Society click and win, there do need to be difficult aspects of the game. Challenging battles, even ones you fail a few times before you adapt and overcome. But adapting should be done by the player (with the exception of legitimately broken game mechanics) changing how they play and approach an encounter not by complaining until the game is made easier.
Question your motivation. Do you want to make a quality game that is rewarding because aspects of it are challenging? Or do you want to make a bland experience that will keep some people occupied for a while before they realize it's no longer anything more than a point and click adventure with objective markers (if they even care that that is what it is becoming).
Long story short... in order for something to be rewarding it should be challenging. Otherwise it's just hollow. That might be enough for some people, the people whose voices you've listened to in the past. But that isn't going to be enough for the voices you haven't yet heard (you haven't heard them because in many cases they were playing and enjoying the game).
