Cause hack exploit abusing players DONT GIVE A *** about ESO its creators other players or the community !!!
With simple buff stacking, my character can reach in excess of 200% movement speed. While stealthed. It's not hacking, or cheating, it's simply stacking buffs.

Shadow Dancer (no stealth penalty) 100% + Concealed Weapon 22% + Steed Stone 5% + Cripple 15% + Rapid Maneuver 17% + Path of Darkness 50% = ...
209% movement speed while stealthed.
That's just what I have access to as a Nightblade, there's undoubtedly other buffs available.

Please be careful who you ban, there is a bug with the werewolf quest where you can get the speed boost permanently. I can confirm this for myself when I thought the werewolf quest was broken, and my friend who decided to cure it after he could not complete the quest due to it being too difficult for him.
