Ever thought this could be an issue with an Nvidia driver? Perhaps try a different one.
Side note, running ATI R290 and no fps drops.
I love posts that DEMAND "FIX IT", really is the right way to go about getting help I'm sure.

There must be something going on with your system and drivers. I have an i7-4770k and a GTX 780ti and I do NOT have this issue.

Almost sounds more processor related. This game along with many other MMO's (I'm looking at YOU GW2 lol) seems more CPU intensive than GPU.
I run a i7-3930k @4ghz (constant) along with GTX780 in 2 way SLI - yes I know SLI doesn't work... Just being thorough. Windows & ESO also run on separate Sata3 SSD's.
I run the game @ 2560x1600 with all settings maxed. I experience the very odd frame hit when shiz goes crazy.. but.. this frame hit only takes me down to about 45 frames.. then right back up to vsync
No problems here on EVGA GTX 770, especially after turning down view distance (though FPS was never a problem in dungeons). I know GTX 780 is vastly different hardware, but wanted to add the data point anyway.
Does the FPS drop show up in the /fps reported value? The Precision X/RivaTuner FPS never really worked for me.
Try to change your UserSettings.txt on "C:/users/ACCOUNT/Documents/Elder Scrolls Online/liveeu" (or live)
SET GraphicsDriver.7 "D3D9" or SET GraphicsDriver.7 "D3D11" by SET GraphicsDriver.7 "OPENGL"
And it's fixed for my friend.
