I was booted from the server after I was farming an NPC continually re spawning and then received an email to state that my account has been blocked and if I do not respond within 72-hours my account will be permanently banned! my question... Is this against the rules and regs of ESO to farm these "Glitches"?
This is not against the rules unless you're afk while doing it. There was a similar spawn in DC side that was like this for weeks before they changed it. The mob does have a respawn timer, it's just really fast. It's no different than farming the delve bosses when they had a 30 second timer which ZoS specifically stated was not exploiting.
This guy probably got reported by someone and a GM checked to see if he was a bot or not and he failed to respond and that's why he got banned..
Of course it is, stop giving him false information. This is so patently an exploit of an unintended behaviour there's no doubt at all, no difference between this and the boss farming ZOS dealt with, no difference between insta-spawning mobs and insta-spawning jute.

Farming mobs for xp has (and always will be) a legitimate way to level in an MMO. If somebody is taking advantage of a mob that is spawning too fast then yeah, that's a bit naughty, but its only what we all do on a slower scale !
Yes Zeni will and should fix it, but banning people, get over it. I'd hope they have more sense and concentrate on the Bots, gold sellers and hackers that plague MMOs
