Why are you being the ESO Police? This is not a requirement to play the game.
I've encountered the bots and the spammers and I report a few but I always move on. I try not to make a life of it. Plenty of other people ignore them and plenty of other people report them. If you miss reporting someone, it will not be the end of things.
I've compared this to an MMO Whack-A-Mole. You don't have to be the only one who knocks them down.
