need a frame rate limiter

The ability to make the game drop to a low fps when minimized or in the background like what many mmos do would be nice.
Also the ability to lock the game at an fps we want when playing would be nice to.
I don't need my gpu running max utilization when playing. 60 fps is plenty I don't need higher. I can save on wasted energy and heat.
Some will say use v sync but that has performance disadvantages on its own when compared to v sync off using an fps limiter
Games like wow...ff xiv....guild wars 2 and so on have fps limiters built in and the option of selecting 60 or 30 fps locks or in wows case you can adjust it to whatever.
