Is proving the deed bugged?
It has me go to a ship in waycrest, but nothing happens. Is it bugged or am I just a fool?

zgrssd✭✭✭✭First you are supposed to meet him in mages Guild in Wayrest, where he is incognito.
Then you should meet him in a ruin in Shornhelm (one of the open explroation dungeons) to collect 4 books.
Then you return to harborage to talk to the Prophet again.
