Not a bug, they shouldn’t really be returned

After all, You can't have your cake and eat it!

IF you took the vampire or WW skills, then later decided to not to be a vampire or WW, then the skills would naturally be lost UNLESS you went to a shrine before-hand and redistributed your skill points for a fee donation as a means of appeasement to the gods for trying to be an abomination.

I read somewhere here if you decide to become a vamp again the skill points will return. You never lose them but you can't use them for anything else.
