COD mail posting fees - is this working as intended?

Let me start with example:

In order to send 100 Raw Jute as COD mail with a price of 1000g (1000g/per stack) i have to pay 110g in posting fees.
In order to send 200 Raw Jute as COD mail with a price of 2000g (1000g/per stack) i have to pay 410g in posting fees.
In order to send 300 Raw Jute as COD mail with a price of 3000g (1000g/per stack) i have to pay 910g in posting fees.

So if i want to sell 3 stacks of Raw Jute, its better for me to send it in 3 separate mails as i will only have to pay 330g (110g x3) in posting fees instead of 910g that i would have to pay if i send it in a single mail.

Is this really working as intended? I expected those fees to be exactly the same.

I think the CoD charges are excessive in general, much less the way they scale.

There is no reason to have postage not be based on number of items attached, maybe with a modest fee for CoD usage.

The mail system should be a dwarven automated process, not a Ferengi profit stream for hidden NPCs.

the C.o.d. should be adjusted.. it's too pricy in my opinion. And as u just made the comparison.. it doesn't make any logical sense u should be paying more for a single mail of 300 items.. rather than 3x 100..
