I think it's safe to say that frost, and especially the lightning staff are lagging severely behind the fire staff.
The fire effect is just better when survival is largely centered around aoeing things down as fast as possible.
The frost staff snare does nothing against ranged targets, and the lightning staff has a terrible light/heavy attack on top of a disorient that's pretty much useless because the ground aoe fields from the staff break it.
In fact, both staves' defensive properties are made obsolete when you compare it to fire clench. A huge knockback with a stun at the end. I've been able to just knockback public bosses to death. Meanwhile the frost version is just a root, meaning you still take a hit while casting it, and the lightning one is just a version of the fire one that breaks with damage.
What's worse, even if you removed the CC aspect with a CC immune dungeon boss, it just makes the fire staff better because it does the most damage while the perks of the other staves, control (already inferior than fire), is made useless by immunity.
