Are you launching the game through the launcher or directly with eso.exe?
If using the latter, you need to update the game with the launcher; if not, I have absolutely no idea... could be a lot of things.
You can try to flush your DNS see if it fixes it:
1. Click the Start button.
2. Enter cmd in the Start menu search field.
3. Right-click on Command Prompt and select Run as Administrator.
4. Type the following command and press Enter: ipconfig /flushdns
If the command was successful, you will see the following message:
Windows IP configuration successfully flushed the DNS Resolver Cache.
