Yep, it is lore-breaking, but it is for the sake of making the game playable.
The ones that care about the lore like us have to adapt or look over some stuff. The bows that my Bosmer uses are either given to her on quests, looted or crafted by my Orsimer.

Oh yeah, and another thing: Not every Bosmer follows the Green Pact. Some of them even eat vegetables! The nerve! The traditional Bosmer folk do not like these salad-eaters much, though. Humph. Oath-breakers.

Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

    Meet my characters:
    Command: Do the thing.

Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.

Technically a Bosmer should be able to craft using extracted materials, at least if they're extracted from bows of any style but the actual Bosmer? (Since one would assume a 'foreign' style bow wasnt made by cutting down trees in a Bosmer forest.)

I want to make my own bow, but it seems that I cannot do that without violating the pact because it uses wood (even if it is not from Valenwood, it is still insulting to the Bosmeri religion).

I would assume going to the nearest IKEA in Valenwood would suffice. That wood is so composited any self respecting Valentree would just harrumph and file that under "questionable but too Swedish to care."
