Doesn't the Argonian teller in Devon's watch say she's a former thief? Why did they hire her to work at a bank?
Maybe replacing her will fix the bug.

Only bug I found with the bank is when I put in 2 blue bows, then later took one out, it ended up pulling both bows and put it in my inventory. This was a repeatable bug as well.0 -

Please report this - this is probably a sign of database access issues and might point them why the bank sometimes gets hosed. Repeatability is a big plus.lol.
