No, ESO does not have capes and i hope they don't add them.
As i recall, none of the Elder Scroll games had capes. Why would they add a clothing item that isn't part of the wardrobe?

No, capes never look cool because the state of the art when it comes to rendering them means there are ALWAYS graphical glitches with clipping etc. that simply make them look aweful.

I miss this also. And I think it's strange with the armor style they have that there are no capes. It would lift the overall look of characters so much more.

From what I remember from the last AMA, ZOS said no to capes and cloaks but are considering tabards and insignia to show guild colors, alliance etc

    What about cloaks?

I don’t think we will be adding cloaks in the near future. Edna Mode made me promise.
Will you guys be implementing ways to rep your guild? Tabards, cloaks, emblems?

Yes. We will be looking at tabards and insignias in an update in the near future.

Personally I wouldn't mind to see capes. I think capes with the Imperial armor set would be really nice as it'd finish that Roman feel and look it has.

I love how that vid comes up instantly whenever someone starts this kind of thread. And ZOS even mentions it in their AMA. Pixar win.

Uuhm I understand that ZOS never put cloaks or capes in their games, but in ESO I'd find it pretty weird that there ain't any capes or cloaks. And then why do the Daggerfall, Ebonheart and Aldmeri elites on the covers of ESO all have capes?

What other games has ZoS done? I'm curious.

Personally, I can see the appeal of capes from a ceremonial / social stand point, but the game mostly deals in fighting and battles and capes would just "get in the way"! So in essence you'd need to armour sets; one for social and one for battles! That's the only way, if they decided to go that route!
