Low level Provisioning recipes

Why a high-level character can't loot a low-level Recipe? Why is that bound to the character level?
Please make it region bound, as anything else in the game. If a low level character want to adventure high-level zones after some recipes, let it be. Or if you really want to forbid them, make it level AND region dependent.
It is not fair that a high-level character cannot start using his provisioning skills because he can't get any recipe that he can use.
