Gathering for Medium Armor Mats is Broken

So why is it that to make the tier of medium that starts at level 26 I need to farm animals that are above 30? I go to Shadowfen at 25 and start killing animals that are 26 and 28, yet they drop Hide that is for crafting gear up to 24. How does that make any sense? There's cotton galore that is for level 26 and above, but…
