My friend wanted to choose for a subscription plan. He choose to use his virtual Visa card to pay for it. This was what he got: "The transaction was not authorized.Please check the provided information again or contact support at".
Yes he has enough money on his virtual card. That is not the issue. He even tried a second virtual card and received the same error.

Does more people had this message? He would like to know what to do. He is from Russia, doesnt have the PayPal option or whatsoever.

He sended in a report ticket. Even to receive a phonecall. No response at all.

This is getting a bit upsetting. He wants to play badly, likes the game, but the frustration is getting big.

At least respond to the ticket.
