How do I get access to the 2d newbie zone (6-8)?

Several websites talk about this zone, but none name them or say how to get there. I've solved it for Daggerfall: it is Betnikh, and the same NPC that transports you between the starting town and Stros Mkai adds this new destination once you finish the "final quest" on Stros Mkai.

What are the 2 other factions' 6-8 zones, and what NPC and quest gets me there? I've spent the last hour or so hunting around, checking websites but no luck. Here's the status of my toons:

I did the final quest on Bleakrock a few days ago. On 2 toons. But I don't know of any NPC that transports you between there and Davon, so don't know who can send me to the 6-8 zone.

In Aldmeri the NPC is Sugar-Claws, but he doesn't offer a new destination to my level 7s. Is there a "final quest" in Khenarthi's Roost I need to finish? I think I've finished the long series in Mistral on 2 characters.

    Always check the docks you start by. That's where the NPC's hang out. Bleakrock's is on the docks, literally one of the first NPC's you interact with.

    For the Daggerfall Covenant, the "starter island" is split between Stros M'kai and Betnikh.

    The Ebonheart Pack starter location is split between Bleakrock Isle and Bal Foyen. Bal Foyen is attached to the same landmass as the next area, Stonefalls, therefore there is no NPC that transports you between them; you simply walk.

    The Aldmeri Dominion's starter location is not split between two zones. Instead it has a single, larger zone in the form of Khenarthi's Roost. There is no zone that is in between Khenarthi's Roost and Auridon.

    Thanks for the explanation. That explains why Khenarthi has 6 skyshards instead of 3.
