Black Screen on Character Creation Screen

I don't have the best pc ever, but I know that it passes minimum requirements to play ESO, yet whenever i log in, i see the intro cut scene, but when it gets to the character creation screen, it is black but the menus are still there, so i go to the different tabs in the creation menu and still nothing.
-all drivers up to date
-ran as admin
-deleted shadercahce.cooked and ran as admin
attached are my usersettings.txt file, a picture of what I'm dealing with and my DxDiag.txt
please help.
