[SOLVED] No Game Authorization Code

Game was packaged without instructional insert/activation code. Went to Best Buy and exchanged for another.
I preordered the physical standard ed. from my local Best Buy store and picked up the game at launch. I opened it today to activate my explorer's pack and 30-day access, but was denied when I entered the code on my account page. The message that it gave me was "This product requires The Elder Scrolls Online," I cannot find an activation code in the box.
When I opened the box, there was only two inserts. One is an ad and the other contains my explorers pack code. Was there supposed to be a booklet or other insert with another code to activate the game?
