/Live and UserSettings.txt file MISSING & Game not Launching

I am unable to locate anything within the file, everything in the Documents > ESO > Folders is empty aside from errors. The play button ceases to work at all. The button will go grey, the launcher will then lag my computer and nothing else will happen. I went to the other topic and added the proper eso.manifest files but nothing seems to be working.. I bought the game last week and it still won't run. Any help would be greatly appreciated.

Does anyone have a copy of the usersettings.txt file to share??

I know this might be dumb for me to ask, but did you by chance try running a repair to see if it replaces the missing file?
