Issue seems to be with the exploration of the area itself, since it disappears from the map once you leave it.

I am also having the same issue...belarata just disappears after i've explored it and completed the quest and the game doesn't show that the area is complete due to this.

My travels brought me to the Belarata dungeon. After leaving this wicked place I knew there was something wrong. I prayed to the Google Oracle and the Oracle answered that there are a lot of scrolls from other travelers with the same problem. I hope the Ze'n can fix this problem. Else I guess, many traveler will suffer the consequences and so bring bad vibes to the land of Tamriel.

Just finished this and got it as well. Kind of frustrated that quests aren't getting fixed with any sort of decent time-rate. Report to Marbruk in Greenshade was bugged as well, has been since April 8th. Doubting this will be fixed any time soon, as Devs can't even take the time to tell us they are working on it.
