Shattered Paths Signet (ancillary issue)

I'm noting that the Signet applies Minor Timidity while in combat. What is being (or has been) done about the "stuck in combat" issue? At the moment, having it equipped is at least on occasion going to simply drain Ultimate to no good effect.
I'm fresh out of outrage, but I could muster up some amused annoyance if required.
