Proactive deactivation of account

Before we start, I am sending this on behalf of another player who cannot post due to being banned. These are his words as we are running out of options:

Hello Elder Scrolls Online Team / Community,
I am writing this as it is now almost 2 weeks since my account was proactively deactivated [Question Reference # 260406-001248]. I received the email stating how my account was proactively deactivated as it was identified as being compromised. I was / am still thankful for taking a precautionary step like that to protect my account as it has a lot of time into it. I replied to the email with as much as I could to prove the account was mine, from screenshots of receipts from purchases to the original confirmation email I got when I bought the game. I then received an email asking me to create a new ticket with the account recovery team so I did so [Question Reference # 260406-002368]
Four days later on April 10th, I finally got an email back (again [Question Reference # 260406-002368] ) to prove I am the rightful account owner. This time around I provided information on all the characters that I hoped weren't deleted as it asks for characters that were deleted (I cannot check since account is deactivated so I provided my important ones) and I even went as far as to going back to my old email and getting the dates of the account creation and game purchase which I provided as screenshots in the replies along with the other things asked to prove I am the rightful owner.

Another 5 days passed and I still have no reply even though I responded almost daily to the email I received asking for info. This is normally way longer than it takes for a response so I went ahead and make another ticket yesterday (260415-001712). I then provided all the info I have done quite a bit now. I did so because looking through the forums and reddit posts some people have had the same thing happen to them now during the Jubilee event which I waited all year for and did not get to participate. I really don't know what to do now so I hope writing this gets out and someone from ZOS can see and help me. It has been almost 2 weeks without a response and I missed the event I waited a year for.
